Replaces the requirement for a "certificate of public convenience and necessity" with a simpler "household goods carrier permit" for carriers operating in North Dakota.

Changes application requirements to include proof of secretary of state registration and either proof of workers compensation insurance or an affidavit of nonemployment instead of a financial statement.

Sets permit fees at $100 for initial application, $100 for transfer applications, and $35 annually to maintain the permit.

Makes tariff filing optional by changing department authority from "may require" to "may" with respect to tariff and schedule filings.

Repeals five sections of existing law (39-31-05, 39-31-07, 39-31-08, 39-31-09, and 39-31-10) related to household goods carrier regulations.
