Extends agricultural seed label requirements to seeds used for cover crops, in addition to seeds intended for planting purposes.

Requires barley, canola, dry beans, durum, field peas, flax, oats, rye, soybeans, and wheat seeds to include variety information on labels; makes variety information optional for all other seed types.

Increases maximum civil penalties for seed law violations from $5,000 to $10,000 per violation across multiple chapters (4.1-53-57, 4.1-55-17, 4.1-56-13).

Updates Plant Variety Protection Act references from July 31, 2011 to July 31, 2015 to reflect current federal law amendments.

Allows seeds of certain major crops (barley, canola, dry beans, durum, field peas, flax, oats, rye, soybeans, wheat) to be sold by brand name if the true variety name or number is clearly stated on the label.
