Increases initial contractor license fees: Class A from $300 to $400, Class B from $200 to $300, Class C from $125 to $250, and Class D from $50 to $100.

Changes renewal fees to a flat $50 penalty fee (instead of 75% of renewal fee) for contractors who renew between June 1 and the deadline, and simplifies the renewal fee structure to 20% of the original license fee.

Modifies licensing eligibility standards by replacing "fitness" standard with "eligibility" and requires secretary of state determination that criminal convictions have direct bearing on contractor ability before disqualifying applicants.

Requires 25% of collected fees to fund the secretary of state's general services operating fund for administration, with remaining 75% deposited in the state general fund.

Repeals section 43-07-05 (existing contractor license fee schedule) and declares Section 2 an emergency measure.
