Temporary or contract state employees employed on a full-time basis for 24 consecutive months must receive salary and benefits equivalent to full-time permanent employees in comparable positions.

Full-time temporary or contract employees reaching 24 consecutive months become eligible for the same annual compensation adjustment percentages as regular classified employees.

Temporary or contract employees with 24 consecutive months of full-time employment are entitled to participate in the public employees retirement system and receive service credit for all time worked as temporary or contract employees.

The budget director must include funding and authorization for an additional full-time equivalent position in draft appropriations acts for any state agency that has employed a temporary or contract employee on a full-time basis for at least 24 consecutive months.
