Increases the North Dakota Board of Massage from three to four licensed massage therapist members, with four-year staggered terms instead of three-year terms.

Adds one consumer member to the board for a two-year term with specified restrictions on eligibility, including prohibitions on being a massage therapist, massage school owner, or member of other health care licensing boards.

Reduces required continuing education hours for massage therapist license renewal from 32 to 24 hours, with no more than nine hours allowed by remote means instead of twelve hours.

Increases the maximum civil penalty for violations from one hundred dollars to two hundred dollars.

Makes criminal history record checks optional for the board to require, rather than mandatory, for first-time applicants and licensees under disciplinary investigation.

Changes board meeting requirement from "one month" to "thirty days" after appointment of new members and requires meetings at a physical location within the state.
