Establishes regulatory framework for "unconventional vehicles" defined as motor vehicles with at least three wheels, 300-8,000 pounds unladen weight, permanent upright seat not requiring straddling, front wheel steering, capable of exceeding 65 mph, and equipped with identifying numbers.

Sets annual registration fee at $50 for unconventional vehicles with plates issued like motorcycles; operators must hold class D driver's license and may operate on any highway except access-controlled highways.

Requires operators and passengers to comply with seatbelt use laws; helmet violations carry same penalties as motorcycle helmet violations; adds unconventional vehicles to motor vehicle body damage disclosure requirements.

Excludes unconventional vehicles from standard motor vehicle insurance policy definitions but allows them as separate insurable vehicles; requires manufacturer or distributor certification that vehicles comply with public highway design and equipment standards.

Declared an emergency measure; passed Senate 45-2 and House 93-0.
