Amends North Dakota Century Code section 32-12.1-03 to modify liability caps for political subdivisions from $250,000 per person and $500,000 total to $250,000 per person and $1,000,000 total for any number of claims arising from a single occurrence.

Prohibits political subdivisions from being held liable for punitive or exemplary damages.

Exempts political subdivisions from liability for claims based on legislative, quasi-legislative, judicial, quasi-judicial, and discretionary functions, as well as injuries caused by non-employees.

Creates a "special relationship" exception to public duty immunity when direct contact exists, the subdivision assumes an affirmative duty, knowledge of potential harm exists, and the injured party justifiably relies on the subdivision's actions or is under direct control of the subdivision.

Maintains existing exemptions for ridesharing arrangements and minimum maintenance roads designated and maintained in accordance with state law.
