Department of Human Services shall seek federal Medicaid coverage for tribal community health representative services that provide care coordination and education under supervision of a physician, physician's assistant, registered nurse, advanced practice registered nurse, behavioral health professional, optometrist, or dentist through June 30, 2017.

Department of Human Services must report to the sixty-fifth legislative assembly on Medicaid enrollment by community health representatives and service utilization of clients, comparing Medicaid utilization before and after enrollment.

Legislative management shall study during 2015-16 interim the feasibility and desirability of implementing a community health worker program including informal counseling, education, care coordination, case management, and health screenings, with consideration of licensing and certification requirements.

Legislative management shall report findings, recommendations, and any required legislation to the sixty-fifth legislative assembly.

Sections 1 and 2 become effective July 1, 2016, or upon Centers for Medicare and Medicaid Services approval for 100 percent federal funding of community health representative Medicaid costs, whichever is later.
