Well site operators must allow county emergency management personnel immediate access to investigate incidents requiring environmental reports to the state department of health or oil and gas division, incidents reported by the division of homeland security, or to verify compliance with state law or county ordinance regarding well site liquid and solid waste handling.

Pipeline operators and landowners must grant county emergency management personnel immediate access to areas within pipeline easements used to transport oil, natural gas, saltwater, or hazardous materials to investigate incidents requiring environmental incident reports or incidents reported by the division of homeland security.

Operators of oil and gas development waste storage and disposal sites must provide county emergency management personnel immediate access to the site at any time.
