Prohibits individuals from stopping, parking, or leaving vehicles on paved or main-traveled portions of highways outside business/residence districts unless necessary, with a minimum 12-foot unobstructed width required for other traffic and clear view of stopped vehicles from 200 feet in each direction.

Allows police officers to remove vehicles or spilled cargo blocking highways or endangering public safety without vehicle owner/driver consent, with immunity from civil damages when reasonable care is used in removal.

Authorizes police officers to move vehicles in violation of parking laws to safe off-highway locations and to remove unattended vehicles that obstruct traffic or endanger public safety to the nearest secure location.

Permits vehicle removal by police when the vehicle has been reported stolen, the owner/driver cannot arrange custody, or the driver is arrested and no other operator is available to legally operate the vehicle.

Grants police officers discretionary authority to remove vehicles from state property (charitable/penal institutions and capitol grounds) with written warnings for first offenses and traffic citations for subsequent violations, except no citations may be issued on capitol grounds during legislative sessions.
