Creates a criminal offense for knowingly or intentionally distributing intimate images of individuals 18 years or older without consent, where the image was created under circumstances with a reasonable expectation of privacy, and actual emotional distress or harm results.

Defines "intimate image" to include visual depictions of exposed genitals, pubic areas, female breasts (with less than opaque covering), or individuals engaged in sexually explicit conduct.

Exempts law enforcement, prosecutorial agencies, court proceedings, lawful medical practices, voluntary public exposure, lawful commercial settings, and certain internet service providers, hosting companies, and cable operators from liability.

Establishes distribution of an intimate image as a class A misdemeanor.

Allows victims to pursue private civil action against violators for economic, noneconomic, exemplary or punitive damages, and seek temporary restraining orders or injunctions to cease distribution.
