Restricts the Western Area Water Supply Authority's power of eminent domain by prohibiting its use for infrastructure solely for industrial water sales for oil and gas development.

Excludes oil and gas development infrastructure from the authority's ability to acquire rights, titles, interests, estates, or easements necessary to carry out its duties.

Prohibits the authority from using eminent domain to acquire rights of way for infrastructure that is solely for industrial water sales for oil and gas development.

Preserves the authority's eminent domain powers for other water infrastructure projects including pipelines, reservoirs, connections, valves, pumping installations, and related facilities.

Maintains existing procedures for immediate possession of rights of way and property owner appeal rights through district court in the manner prescribed under chapter 32-15.
