Amends North Dakota Century Code section 44-04-09 to prohibit state officials and employees from serving in a supervisory capacity over or entering personal service contracts with relatives, including parents, spouses, children, siblings, and in-laws.

Defines "supervisory capacity" as the authority to appoint, employ, hire, assign, transfer, promote, evaluate, reward, discipline, demote, or terminate, excluding peer and subordinate evaluations.

Exempts employment relationships or contracts entered before August 1, 1999, or before the official assumed supervisory capacity.

Allows temporary work arrangements to meet critical and urgent agency needs without restriction.

Permits employment relationships to meet critical and urgent needs with prior approval from a committee or governing body with general supervision over the state entity.
