Changes the declaration of policy in section 38-08-01 from fostering and encouraging oil and gas development to regulating it while still preventing waste and protecting correlative rights.

Transfers authority over the oil and gas research council from the North Dakota Industrial Commission to the Commissioner of the Department of Commerce.

Updates all references throughout the relevant sections from "Commission" to "Commissioner" to reflect the shift in administrative responsibility.

Adds new duties to the Commissioner of Commerce to foster, encourage, and promote oil and gas development and to operate, manage, and control the oil and gas research council.

Maintains confidentiality protections for trade secrets and proprietary information submitted to the council, including the names of technical reviewers and council members making recommendations.
