Directs legislative management to conduct a study during the 2015-16 interim on Environmental Protection Agency regulations regarding carbon dioxide emissions from new and existing electric generation units.

Study must examine estimated compliance costs to industry, impacts on regional grid reliability, economic impacts to state ratepayers, and feasibility of implementing the regulations including proposed timelines.

Study must include an update on the status of carbon dioxide emissions reduction technologies.

Legislative management may consult with the lignite energy council, state department of health, public service commission, attorney general, and other state and federal agencies as needed.

Legislative management shall report findings, recommendations, and any required implementing legislation to the sixty-fifth legislative assembly.
