Amends Section 5 of Article IV of the North Dakota Constitution to require legislative assembly members to be residents of the district from which they are elected or appointed.

Maintains existing requirement that members must be qualified electors in their district and have been state residents for one year immediately prior to election.

Adds new prohibition preventing individuals from serving in the legislative assembly unless they live in the district from which selected.

Requires voter approval through submission to qualified electors at the 2016 general election in accordance with Article IV, Section 16 of the North Dakota Constitution.
