Appropriates $75.9 million in total funds to the North Dakota Attorney General for the 2017-19 biennium, with $44.7 million from the general fund and reduces full-time equivalent positions from 250 to 237.

Includes $645,074 for employee health insurance premium increases from $1,130 to $1,241 per month.

Allocates up to $500,000 for enhancing the statewide automated victim information and notification program through rent savings or a contingent grant from the board of university and school lands.

Establishes a $315,000 cost-sharing program apportioned among counties and cities to fund victim notification system enhancements, with counties and cities contributing through victim-witness fees or Odyssey system usage fees.

Amends Section 27-01-10 to change county and city authorization of victim-witness assessment fees from optional ("may") to mandatory ("shall"), up to $25 per criminal offense conviction or guilty plea, with fees allocated to domestic violence programs, victim advocacy services, or the statewide automated victim notification system.

Creates requirements for electronic pull tab gaming devices to display credits redeemable for cash or additional play rather than directly dispensing coins or other items of value.
