Appropriates $2,303,986 in general fund dollars to the Department of Labor and Human Rights for the biennium July 1, 2017 through June 30, 2019, with a reduction of 1.00 full-time equivalent position from 15.00 to 14.00.

Includes $37,165 for increases in employee health insurance premiums from $1,130 to $1,241 per month.

Amends section 14-02.4-15 to change language in public services anti-discrimination protections from "person" to "individual" and adds exceptions for individuals in the custody or confinement of correctional facilities.

Modifies section 34-14-09 to establish a two-year filing deadline for employee wage claims with the department, with claim amounts limited between $125 and $15,000; claims outside this range are directed to small claims or district court.

Section 4 of the act expires June 30, 2019.
