Appropriates $19,051,778 in all funds to the Public Service Commission for the 2017-19 biennium, with salaries and wages of $9,197,284 and operating expenses of $1,829,826.

Includes $116,809 for employee health insurance premium increases from $1,130 to $1,241 per month.

Authorizes Bank of North Dakota to transfer $900,000 from the beginning farmer revolving loan fund to the Public Service Commission for rail rate complaint case costs, with repayment from any damages or proceeds received.

Amends section 57-43.2-19 to allocate special fuels excise taxes on diesel fuel to railroads (up to $285,000 per year) to the rail safety fund through June 30, 2019, with all such taxes reverting to the highway tax distribution fund thereafter.

Directs legislative management to study wind energy development impacts during 2017-18 interim, including environmental, property value, agricultural, and decommissioning effects, with findings and recommendations reported to the 66th legislative assembly.
