Appropriates $203,354,902 in total funds ($25,886,422 from general fund) to the Office of the Adjutant General for the 2017-19 biennium, divided between National Guard and Department of Emergency Services.

National Guard receives $114,611,332 total appropriation including $6,666,525 for salaries and wages, $33,224,046 for capital assets, and $57,717,944 for Army guard contract.

Department of Emergency Services receives $88,743,570 total appropriation including $12,551,119 for salaries and wages and $51,445,841 for disaster costs.

Includes $591,978 total ($234,453 from general fund) for employee health insurance premium increases from $1,130 to $1,241 per month.

Authorizes the adjutant general to transfer up to $500,000 between line items for state-owned armory maintenance and repairs, and provides multiple exemptions from state fund carryover restrictions for specific projects including radio communications, veterans' benefits, and disaster relief funding.
