Appropriates $72,406,659 in special funds from the workforce safety and insurance fund to the Workforce Safety and Insurance agency for the 2017-19 biennium (July 1, 2017 - June 30, 2019).

Includes $719,707 for increases in employee health insurance premiums, raising monthly costs from $1,130 to $1,241 per month.

Authorizes one-time funding of $8,933,597 for 2017-19, including $8,120,097 for computer software replacement, $538,500 for extranet enhancement, and $275,000 for internal reporting system.

Maintains 260.14 full-time equivalent positions with no change from the base level.

Requires Workforce Safety and Insurance to report to the appropriations committees of the sixty-sixth legislative assembly on the use of one-time funding amounts, which are excluded from the entity's base budget for the 2019-21 biennium.
