Appropriates $9,258,390 from special funds to the public employees retirement system for the 2017-19 biennium, including $6,316,169 for salaries and wages and $2,692,221 for operating expenses, with 34.50 full-time equivalent positions.

Increases employee health insurance premiums from $1,130 to $1,241 per month, adding $95,431 to the salaries and wages line item.

Directs the retirement board to solicit competitive bids during the 2017-18 interim for hospital, medical, and prescription drug benefits coverage for the 2019-21 biennium, with primary preference for self-insurance plans.

Creates a new public employee health care coverage committee with 12 voting members appointed by legislative leaders and up to 4 nonvoting members appointed by the governor to oversee health care coverage and recommend legislation.

Establishes that Sections 8, 9, 10, and 12 of the Act are effective through July 31, 2019, after which they expire.
