Creates a comprehensive system of special allocation hunting licenses distributed to nonprofit organizations including the National Wild Turkey Federation, Outdoor Adventure Foundation, Rocky Mountain Elk Foundation, and others for raffle or auction purposes.

Allocates four spring wild turkey licenses annually to nonprofit organizations selecting residents, with additional licenses available to the National Wild Turkey Federation (one per year) and Outdoor Adventure Foundation (up to two per year) for fundraising raffles.

Establishes that organizations receiving special allocation licenses must contribute at least ten percent of net raffle proceeds to conservation projects and comply with director-adopted rules.

Authorizes discretionary issuance of up to two additional licenses per year for elk, moose, and antelope to eligible nonprofit organizations based on species sustainability, with limits of two percent of general lottery allocations.

Declares the measure an emergency and repeals previous sections 20.1-08-04.8, 20.1-08-04.12, and 20.1-08-04.13.
