Amends the definition of "assessed communications service" to clarify it includes software services, communication connections, and broadband transport facilities that provide access to 911 emergency services.

Allows service providers to retain actual administrative costs and telephone exchange access service provider charges for 911 database management, not exceeding five percent of collected fees.

Requires fee proceeds be paid within thirty days of collection, or quarterly if the provider has fewer than ten subscribers or customers in a jurisdiction.

Repeals section 57-40.6-03.1 relating to separate 911 database management charges.

Establishes comprehensive operational standards for public safety answering points including 24/7 operation, staff requirements, backup power systems, emergency medical dispatch capabilities, and dispatcher qualifications.
