HB 1035 Summary

• Amends the dentist loan repayment program by changing contract release provisions to allow the state health council to enter contracts with selected dentists for loan repayment funds subject to meeting established requirements and limitations.

• State health council may not provide loan repayment funds until a dentist has practiced at least six months full-time in an identified area with defined dental service needs.

• Payments are made at the conclusion of each five 12-month service periods if the dentist met qualifying contract terms, with prorated payments allowed if terms were not met during a period.

• Loan repayment payments terminate upon the earlier of five years of program participation or the dentist's failure to meet qualifying contract terms.

• Repeals section 43-28.1-06 relating to breach of the dentist loan repayment program and allows existing contracts entered before the act's effective date to be amended for compliance.
