Amends public school approval requirements to mandate use of North Dakota eTranscripts or an alternative information system designated by the information technology department to generate official transcripts.

Requires each school district to acquire and use PowerSchool as its principal student information system, with state course codes assigned by the department of public instruction to identify all local classes.

Allows superintendent of public instruction to exempt school districts from PowerSchool requirement if they demonstrate comparable student information system compliance with federal bureau of Indian education requirements.

Creates new statute requiring school districts to submit official transcripts for North Dakota academic or career and technical education scholarships using North Dakota eTranscripts or an approved alternative system.
