Establishes a uniform definition of "primary sector business" across North Dakota Century Code sections as an individual, corporation, limited liability company, partnership, or association certified by the Department of Commerce that adds value to products, processes, or services through knowledge or labor, resulting in new wealth.

Defines "new wealth" as revenues generated through sales of products or services to customers outside North Dakota or to in-state customers if products or services were previously unavailable or difficult to obtain from North Dakota businesses.

Updates nine separate sections of the Century Code to reference the uniform definition in section 1-01-49 rather than containing separate definitions.

Excludes production agriculture and agricultural commodity processing facilities from primary sector business classification in relevant sections.

Effective for taxable years beginning after December 31, 2016, except Section 10 which is effective for taxable events occurring after June 30, 2017.
