Amends section 54-44.1-11 of the North Dakota Century Code regarding cancellation of unexpended appropriations after each biennial period.

Changes approval process for appropriation continuations from "the" majority leaders to "Upon request, the" majority leaders of the senate and house, and chairmen of appropriations committees, requiring approval by at least three of four legislative members.

Allows appropriation continuations for up to two years after biennium expiration for: new construction, major repairs/improvements, equipment over $10,000 ordered within first twelve months, state land purchases via "contract for deed," DOT roadway equipment over $10,000 ordered within first twenty-one months, and authorized ongoing IT projects.

Removes North Dakota university system from the blanket cancellation requirement, allowing carryover reporting to appropriations committees similar to the state historical society exception.

Requires the office of management and budget to provide appropriation continuation requests to the legislative council at least one week prior to consideration.

Declares the act an emergency measure.
