Designates property and debt listings filed with the court or included in divorce judgments as confidential records in North Dakota.

Allows any person to file a motion with written notice to all parties and an affidavit showing good cause to request access to the property and debt listing.

Grants courts authority to allow access to property and debt information or relevant portions if the court finds public interest or personal interest of the requester outweighs privacy interests of the parties or their dependent children.

Permits courts to impose conditions on access when granted to balance competing interests between privacy and public access.
