Amends North Dakota Century Code section 12.1-32-15, subsection 7, governing sexual offender registration requirements.

Requires individuals not already mandated to provide DNA samples to submit blood and body fluid samples for inclusion in a centralized DNA identification database under chapter 31-13.

Changes notification timeframe for vehicle or computer online identity changes from "inform in writing" to registration requirement within three days.

Changes notification for name, school, residence, or employment address changes from "inform in writing" to registration requirement, with at least ten days' notice required before the change.

Reduces the timeframe for notifying law enforcement of employment or school termination from five days to three days.
