Sets Secretary of State annual salary at $105,770 through June 30, 2018, and $106,828 thereafter (increased from $102,689).

Defines the Secretary of State's general services operating fund as a special fund for provision of services and requires transfer of unobligated balances exceeding $75,000 to the general fund at the close of each biennium.

Reflects discontinuation of $3,050,000 one-time technology project funding that was approved for the 2015-17 biennium.
