Appropriates $1,634,231 from the general fund to the state treasurer for the 2017-2019 biennium, including $1,382,971 for salaries and wages and $251,260 for operating expenses, with no coal severance payments authorized.

Increases the state treasurer's annual salary to $99,881 through June 30, 2018, and to $106,828 thereafter (previously $96,972 through June 30, 2016).

Eliminates one-time funding items from the 2015-2017 biennium totaling $241,166,699, including $233,425,000 for property tax relief and $7,676,000 for nonoil transportation funding.

Maintains eight full-time equivalent positions in the state treasurer's office with no changes to staffing levels.
