Appropriates $31,323,379 in total funds to the North Dakota Department of Agriculture for the biennium July 1, 2017 through June 30, 2019, with $9,523,505 from the general fund and $21,799,874 from estimated income.

Increases agriculture commissioner salary to $109,743 effective July 1, 2018, and thereafter.

Reduces full-time equivalent positions from 77.00 to 75.00 and eliminates funding for the pipeline restoration and reclamation oversight program ($400,000).

Requires transfer of $325,000 from the environment and rangeland protection fund to the minor use pesticide fund during the biennium.

Transfers $1,000,000 from the strategic investment and improvements fund to the federal environmental law impact review fund to cover expenses related to the waters of the United States lawsuit through June 30, 2019.
