Appropriates $10,885,899 from special funds to the insurance commissioner for operating expenses during the biennium July 1, 2017 to June 30, 2019, including salaries and wages of $8,731,122 and operating expenses of $2,154,777.

Reduces full-time equivalent positions from 49.5 to 47.00 positions for the 2017-19 biennium.

Appropriates $15,064,086 from the insurance tax distribution fund to provide $14,113,086 to North Dakota fire departments and $951,000 to the North Dakota firefighter's association.

Allocates specific amounts from dedicated state funds for administrative expenses: $52,191 from bonding fund, $1,779,497 from fire and tornado fund, $29,820 from unsatisfied judgment fund, and $119,895 from petroleum release compensation fund.

Amends the insurance commissioner's annual salary to $105,770 through June 30, 2018, and $106,828 thereafter.
