Appropriates $2.359 billion in general and special funds to the Department of Public Instruction, State Library, School for the Deaf, and North Dakota Vision Services - School for the Blind for the 2017-19 biennium.

Increases the superintendent of public instruction's annual salary to $120,410 through June 30, 2018, and $121,614 thereafter.

Transfers $140 million quarterly from the foundation aid stabilization fund to support integrated formula payments to public schools.

Establishes special funds for the School for the Blind and School for the Deaf to deposit revenues from trust lands, services, and facility leases.

Sets transportation reimbursement rates ranging from $0.28 to $1.03 per mile depending on vehicle type and student circumstances; provides grants for gifted and talented programs ($800,000) and regional education coordinators ($800,000).
