Appropriates $204,490,852 total funds ($27,256,286 general fund) to the Office of the Adjutant General for the 2017-19 biennium, including $114,670,695 for National Guard operations and $89,820,157 for Department of Emergency Services.

Authorizes the adjutant general to transfer up to $500,000 between line items for maintenance and repairs of state-owned armories, with reporting required to the director of management and budget.

Designates $33,000,000 in one-time funding for a National Guard readiness center, with the adjutant general required to report on use of all one-time funding to the appropriations committees.

Appropriates any additional funds received and deposited in the veterans' cemetery maintenance fund for cemetery operations during the 2017-19 biennium.

Provides multiple exemptions from section 54-44.1-11 (statutory fund lapse provision) for carried-over funds from prior biennia related to radio communications, tuition assistance, disaster relief, and veterans' compensation programs.
