Appropriates $31.7 million in general funds and $16.9 million in special funds to the Parks and Recreation Department for the biennium July 1, 2017 through June 30, 2019, including funding for administration, parks operations, recreation programs, the Lewis and Clark interpretive center, and the International Peace Garden.

Reduces the Parks and Recreation Department by one full-time equivalent position, from 66.00 to 65.00 positions.

Transfers $122,000 from the game and fish operating fund to the Parks and Recreation Department for boat ramp maintenance and repairs at state parks during the 2017-19 biennium.

Amends Section 55-08-07.1 of the North Dakota Century Code to change the concession revolving fund surplus transfer language from "must be transferred" to "may be transferred" to the state park operating fund, allowing discretionary rather than mandatory transfers of amounts exceeding $50,000.

Exempts specified funding for community grants, International Peace Garden repairs, Lewis and Clark interpretive center, and outdoor heritage grants from lapse provisions, allowing unexpended funds to carry forward for use during the 2017-19 biennium.
