Amends number plate requirements to furnish one number plate for each registered motorcycle, trailer, or housetrailer instead of two plates for motor vehicles.

Allows the department discretion to furnish only one number plate for apportioned vehicles, truck tractors, and semitrailers licensed under the international registration plan.

Antique motor vehicles at least forty years old may be permanently registered for a ten-dollar fee with a distinctive number plate, or alternatively may display an original year-of-manufacture plate or military identification numbers if no duplication exists in the department's records.

Allows antique motor vehicles to alternatively use a personalized plate under section 39-04-10.3 for a one-time fee of one hundred dollars instead of standard antique registration.

Changes display requirements from two number plates to one plate for antique vehicles licensed under this section and specifies that antique vehicles may not be used in routine business or farming operations.
