Expands the sources from which Social Security benefit overpayments can be recovered to include permanent partial impairment awards and personal reimbursements on current or future claims.

Increases the criminal penalty threshold for filing false workers' compensation claims from $500 to $1,000, making offenses exceeding $1,000 a class C felony.

Allows pilot programs for rehabilitation services to explore alternative approaches including return-to-work trial periods with suspended cash benefits and coordination with other state agencies.

Changes the requirement for the organization to report pilot program status from annual to biennial reports to the workers' compensation review committee.
