Changes the definition of "respiratory care" to reference "cardiopulmonary systems" instead of "cardiorespiratory systems" and expands the scope to include polysomnographic technologist duties.

Sets licensing fees for respiratory therapists at a maximum of $100 for registered therapists and $90 for certified therapists, with polysomnographic technologist licenses capped at $90.

Authorizes a late fee not to exceed $25 for license renewal applications postmarked after December 31st of the year prior to renewal.

Allows the board to impose administrative cost recovery fees on regulated persons for disciplinary actions that are not reversed on appeal, including administrative hearing costs and attorney's fees.

Permits the board to develop and use alternative licensure examinations if national board examinations become unavailable or unacceptable, and clarifies that licensed healthcare professionals may perform respiratory therapy duties within their profession's standards.
