Creates a new Nurse Licensure Compact allowing nurses licensed in their home state to practice in all participating states under a multistate license privilege.

Requires all applicants for initial multistate licenses and licensure by endorsement to submit fingerprints or biometric data for federal and state criminal history background checks, with costs borne by applicants.

Establishes an Interstate Commission of Nurse Licensure Compact Administrators composed of representatives from party states to oversee implementation, create uniform rules, and exchange licensure and disciplinary information.

Prohibits the board from sharing nationwide criminal history record check contents with the interstate commission administrators, maintaining confidentiality of sensitive background information.

Becomes effective upon legislative enactment by at least 26 states or December 31, 2018, whichever is earlier, superseding the prior nurse licensure compact.
