Allows authorized dealers to retain $1 of the $10 permit fee, with the remaining $9 deposited into the off-highway vehicle fund.

Clarifies that off-highway vehicles owned by the United States, any state, or political subdivisions are exempt from registration fees.

Establishes a $50 infraction penalty for violation of out-of-state registration requirements, reducible to $25 if proof of registration is provided after the violation.
