Amends North Dakota Century Code section 37-01-04 to expand the governor's authority to order the national guard into active service to include response to cyber attacks.

Adds new purposes for activating the national guard including providing a presence at state ceremonial events, assisting political entities in search and rescue efforts, and responding to potential natural or environmental hazards or nuisances.

Maintains existing governor authority to activate the national guard during insurrection, invasion, tumult, riot, breach of the peace, or imminent danger thereof, and for performance of training activities.

Establishes that if available national guard troops are insufficient to respond to a federally-authorized call, the governor shall order out part of the reserve militia as deemed necessary.

Passed the House 78-14 and the Senate 46-0 in the 65th Legislative Assembly in 2017.
