Adds "cyber attack" to the definition of disaster as a cause requiring governor determination for state or federal assistance to supplement local government recovery efforts.

Creates new definition of "critical industry sectors" as critical infrastructure sectors identified by the United States government whose incapacitation would have debilitating effects on security, economic security, public health, or safety.

Modifies the definition of "emergency" to include aid to critical industry sectors that provide essential lifeline services, in addition to protecting lives and property and providing public health and safety.

Renumbers all subsequent definitions (disaster or emergency worker, emergency management, homeland security, incident command system, mass care, national incident management system, and wide area search and rescue) to accommodate the new critical industry sectors definition.
