Amends section 37-17.1-22 of the North Dakota Century Code to revise procedures for disaster and emergency response and recovery cost reimbursement.

Establishes that when an event meets the Stafford Act minimum for presidential disaster declaration but the request is denied, the governor may apply to the state emergency commission for grants up to $1 million per disaster and $3 million per biennium to cover state costs and 50% of eligible county public infrastructure recovery costs.

Creates two effective provisions: one through June 30, 2017 that includes specific grant limitations, and one after June 30, 2017 that simplifies the process to cover state response and recovery costs plus estimated state cost-share for eligible local jurisdiction costs when federally declared and reimbursements are available.

Requires the director of the division of homeland security to determine and record all response and recovery operation costs in accordance with federal agreements or state procedures.

Declares the Act an emergency measure.
