Updates reference to Manual for Courts-Martial from 2012 edition to 2016 edition for uniform code of military justice applicable to North Dakota National Guard members.

Changes Servicemembers Civil Relief Act reference date from December 31, 2014 to December 31, 2016 for persons called to active service for 30 consecutive days or longer.

Extends the "period of service" for adjusted compensation eligibility from June 30, 2017 to June 30, 2019, beginning December 5, 1992.

Extends the application deadline for adjusted compensation claims from June 30, 2017 to June 30, 2019, with six-month extension for soldiers mobilized on June 30, 2019.

Maintains adjusted compensation rates of $50 per month for domestic service, $100 per month for foreign service with expeditionary medal or campaign badge, and $2,500 lump sum for purple heart recipients.
