Creates section 24-02-02.4 of the North Dakota Century Code to authorize the Department of Transportation director to enter into agreements with the metro flood diversion authority regarding the Fargo Moorhead metropolitan area flood risk management project.

Requires agreements to address the construction and maintenance of project components that will be built on the state highway system.
