Creates criminal history record check authority for the State Plumbing Board covering applicants, apprentices, and licensees under chapters 43-18, 43-18.1, and 43-18.2, with checks required only when the board deems necessary.

Allows the board to require statewide and nationwide criminal history record checks for plumbers, water conditioning contractors and installers, and sewer and water installers, with all costs borne by the applicant, apprentice, or licensee.

Establishes a new temporary permit category allowing applicants to work as master or journeyman plumbers for up to 60 days while a criminal history record check is pending, expiring automatically unless the board grants a regular license.

Maintains existing temporary permit authority for applicants demonstrating qualifications, valid through December 31st of the issuance year with a four-year maximum limit.
