Extends the moratorium on adding basic care beds from July 31, 2017 to July 31, 2019, with exceptions for conversions, transfers, underserved areas, and approved new beds to be licensed within 48 months.

Extends the moratorium on adding nursing facility beds from July 31, 2017 to July 31, 2019, and restricts facilities from reconfiguring bed capacity more than once per 12-month period.

Establishes property cost limits for nursing home reimbursement: $60 per diem for facilities licensed before July 1, 2018 and $50 per diem for facilities licensed after June 30, 2018, adjusted annually for inflation.

Creates indirect care and direct care cost incentives for nursing homes with actual rates below limit rates, calculated as half the difference between limit and actual rates, with 2016 as the base year.

Reclassifies bad debt expenses and education expenses from property costs to indirect care costs, and allows nursing facilities to charge private-paying residents property rates up to actual allowable historical costs less any reimbursable amounts.
