Amends section 25-02-01.1 of the North Dakota Century Code regarding state hospital accreditation and governance.

Changes terminology from "mental health services" to "behavioral health" and "health care financing administration" to "centers for Medicare and Medicaid services" throughout the statute.

Requires the Department of Human Services to maintain state hospital accreditation by the Joint Commission on Accreditation of Healthcare Organizations and certification by Centers for Medicare and Medicaid Services or similar recognized accrediting organizations.

Establishes a state hospital governing body composed of the department executive director, division director (chairman), state hospital superintendent, medical director, fiscal administration representative, a behavioral health services consumer selected by the mental health association, and a legislator selected by legislative management.

Authorizes the department to compensate non-employee governing body members $100 per day and reimburse meeting expenses as provided by sections 44-08-04 and 54-06-09.
